ASRC Federal Field Services, a Subsidiary of ASRC Federal Holding Company, is currently seeking a Principal Mechanical Engineer at the Plum Island Animal Disease Research Center, located on Plum Island, NY.

5 nautical miles off North Fork of Long Island & 6 nautical miles off coast of Old Saybrook, CT).
Marine transportation furnished by Gov’t provided ferry.
Summary: Leads a variety of projects independently and in conjunction with other engineering and facilities professionals.
Research, plan, design, verify, validate, and develop mechanical and/or electromechanical products and systems, such as metals, instruments, controls, plastics, robots, engines, machines and mechanical, resonance, hydraulic or heat transfer systems for production, transmission, measurement, and use of energy.
Recommend various technology options or approaches for system, processes, facility, or program improvements in terms of safety, performance, efficiency, or costs.
Provide engineering technical input and support to special projects assigned to an operations and maintenance contract.
Plan work for special projects and ensure projects remain on schedule and budget.
Typical projects include new construction; renovations; facility modifications; utility systems installations; upgrades and repairs.
Perform estimates and plan projects from design work through completion.
Work is performed in support of a research laboratory and ancillary utility plants.
Roles/Responsibilities: * Develop solutions to facility & equipment problems, prepare cost estimates & subcontract bid packages and planning control documents (schedule, budget, job hazard analysis, project execution plans).
* Responsible for researching, planning, designing, and developing new applications for electrical and mechanical equipment and systems.
* Review standards, specifications, and other documentation to determine mechanical, hydraulic, pneumatic, ventilation and/or instrumentation systems using analytical and investigative methods and techniques to ensure systems meet required specifications.
* May review and correct drawings to ensure that products are in accordance with proper engineering techniques and specifications, use of AutoCAD as applicable.
* Ensure quality performance in the execution of various work projects.
* Manage work project expenditures & budget.
* Provide technical input as relates to applications of maintenance and repair strategies.
* Ensure aspects of bio-safety and integrity in planning and performance of work projects.
* Monitor operations to ensure that staff members comply with administrative policies and procedures, safety rules, union contracts and government regulations.
* Evaluate operations and maintenance needs; equipment replacement requirements; cost effectiveness of programs, equipment, and procedures; knowledge.
* Oversee the review and evaluation of status reports to determine problem areas and plan improvements in the allocation and utilization of personnel, materials, time, and equipment.
* Review and recommend vendors and new technologies.
* Participate in the continuous quality improvement process for equipment and operations.
* Perform other duties as assigned.
* Possess general knowledge of mechanical & electrical systems to include; HVAC, utilities, WWTP systems & maintenance trade work.
* Knowledgeable in regulatory compliance for: OSHA, local, state & federal policies & laws, fire & related codes.
* Knowledge and use of AutoCAD a plus.
* Proficient in organizing, data collection, communicating with management, problem solving, & providing excellent customer service; must possess excellent communication skills, both verbal & written and must be capable of multi-tasking & supporting numerous assignments and working independently.
* Experience with project management & work management processes required.
Bachelor’s degree required.
May require Advanced Degree or technical certification.
7-10 years of related work experience.
Education may be used in-lieu of experience.
Must be eligible for 't security clearance, possess a valid driver license and must undergo required examination and vaccination.
As a condition for employment, all personnel entering the BSL-3 biocontainment facilities at Plum Island shall not be in contact with specific susceptible animals and their premises off Plum Island for a period of five (5) days after leaving biocontainment.
Currently, restricted species are cattle, sheep, goats, deer, other ruminants, and swine.
Contact with horses, birds (agricultural and pet birds) and rabbits are normally permitted, but restrictions may be placed on staff working with or near contagious agents affecting these species.
Restricted livestock or other restricted animals may not be housed on the premises where the employee lives and where the quarantine cannot be enforced.
