*Payroll & Procurement Specialist*
The Town of Westerly is looking to fill the position of Payroll & Procurement Specialist for the Finance and Purchasing Department.
The Payroll & Procurement Specialist will report to the Director of Finance, with the Purchasing Agent as a supervisor in the Purchasing department based on tasks assigned.
This position will complete tasks in both the Finance and Purchasing departments as needed.
This position is responsible for performing a variety of complex administrative, technical, and professional work in the Finance and Purchasing departments.
*Position Overview:*
· Reviews and analyzes current payroll and payroll related benefits and tax procedures.
· Creates/maintains payroll codes and sets up and reconciles voluntary payroll deductions.
· Manages payroll workflow to ensure all payroll transactions are processed accurately and timely.
· Pays employees by directing the production and issuance of paychecks or electronic transfers.
· Processes biweekly payroll and all payroll related transactions for the organization.
· Resolves all payroll issues and communicates with and explains in-person or via phone/e-mail to affected individuals.
· Utilizes tools to develop custom reporting out of the ERP system and acts as a point of contact to all users on retrieving data from the system to meet their needs.
· Maintain bid, contract, and insurance files.
· Conduct informal bids.
· Maintain vendor relations by resolving problems with orders.
· Provide training and technical assistance to end-users.
· Review routine department purchase requests to ensure accuracy, completeness, and compliance.
· Serve as a liaison to agency users, vendors, or the public regarding routine questions.
· Review vendor quotations and determine conformance to specifications under supervision of experienced staff.
· Advise and instruct users and vendors with respect to use of State of Rhode Island Master Purchase Agreement (MPA).

*Qualifications & Experience:*
· Associates or Bachelor’s Degree in Human Resources, Business Administration, or related field and/or equivalent experience preferred.
· Minimum of two (2) years of full-time equivalent related experience.
· Minimum of five (5) years of full-time employment in public or private organization’s business office preferred.
· Any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities necessary to successfully perform the essential job functions of this position.
*Licenses and Certifications:*
· A valid Rhode Island driver’s license.
· Certified Payroll Professional (CPP), or Fundamental Payroll Certification (FPC) by the American Payroll Association is highly preferred.
Human Resources Information Professional (HRIP) by the International Association for Human Resources Information Management is preferred.
One professional certification will be required within the first 12 months of hire.
Salary ranges from $50,000 - $54,000 a year
